In 2019, the issues that have long faced women continue to be part of sustained struggle. The hope in this struggle are the many women, especially young women, fearlessly pursuing gender, sexual and reproductive justice around the region.

I’m meeting some of these women for the first time, feeling hope from their potential. I’m introducing you to them because the names of Caribbean women activists often disappear along with recognition of their labour.

I was at an Inter-American Development Bank (IDB) event recently, featuring companies and banks with progressive policies regarding women’s employment and leadership, sexual harassment, and work-family balance. Someone in the audience asked what led to these policies. The private sector speakers answered that society has changed, customers are choosing socially (and environmentally) progressive profits, and a younger generation is looking for jobs in companies that align with their ideals.

Society didn’t just change. Feminists labored for decades, despite being stereotyped and maligned, to mainstream the transformations that appear to have just happened over time and that, ultimately, benefit us all.

Societies don’t just change. Women, and feminist men who are allies, labour to make those changes to women’s rights, LBGTI human rights, rights to safe and legal terminations, rights of sex workers, and rights of girls and women to live free of male harassment and violence. They labour to make the changes to parenting policies, including extended paternity leave, that we take to be common sense today.

Such labour takes whole lives, is often voluntary, and can be exhausting, impoverishing and invisible. The private sector takes up this work when the social shifts have already happened, but rely on feminists’ everyday investment to take the risks and resist persistent social support for male domination, heterosexual privilege, traditional gender roles, and women’s unequal burden of care.

So, let me introduce you to Ifasina Efunyemi, a Garifuna woman, who co-founded Petal, Promoting Empowerment through Awareness for Lesbian and Bisexual Women, a Belizean organization that creates safe spaces, promotes healthy relations, and provides training that supports economic empowerment. Every year they hold a forum on International Women’s Day with different themes from gender-based violence to social security and the age of consent.

Meet Robyn Charlery White, co-founder and Director of Herstoire Collective, which promotes sexual and reproductive health and rights, works through digital advocacy, creates safe spaces for women and girls to access information and services, and teaches St. Lucian school age girls about menstrual health. You wouldn’t believe how little secondary school girls are informed about their bodies, fertility and sexuality, mostly because of parents’ silence, and the impact of such disempowerment.

Patrice Daniel, from Barbados, co-founded Walking into Walls in 2012. It’s an on-line space (which you can Like on Facebook) that documents gender-based violence against women and girls, their own narratives and stories of violence, and feminist activism to end such violence. In its own way, this crucial record of the most gutting of women and girls’ realities aims to highlight and challenge the norms that make male violence so normal in the Caribbean.

In Jamaica, Shantae Porteous works with Women’s Empowerment for Change (WE Change). Focusing on empowering lesbian, bisexual and transwomen, their work includes using culture and arts to heal from abuse. She’s also part of I’m Glad I’m a Girl Foundation, which has been lobbying to provide sexual and reproductive health services and information to girls thirteen to seventeen. Ironically, the age of consent is sixteen, but such services cannot be legally accessed without parental consent before eighteen. For almost ten years, the Foundation has also organised a feminist-led camp for girls that includes conversations on puberty, self-confidence and financial management. Boss mix, right?

You may think that the big issues are migration and trafficking, climate-related disasters, and poverty, but these are unequally suffered by the most vulnerable or stigmatised groups in our societies; teenage girls, persons living with HIV/AIDS, trans women, poor women, and survivors of insecurity and violence.

What do these and other young women need to continue creating hope? Funding, capacity-building, meaningful partnerships, volunteers, allies, political will and state collaboration, spaces to gather, succession planning, and opportunities to become financially sustainable.

It may not be visible, but another generation is labouring to protect and advance women’s human rights, and free women, girls, men and boys from patriarchal authority. In the spirit of regional solidarity, I’m billboarding their courage because the story shouldn’t be that societies just somehow change.

If anyone tells you the future is feminist. Now, you know their names.

Twenty-year-old Christine Chuniesingh lost her life to intimate partner violence this week. She won’t be the last woman for the year to die at the hands of her male partner.

A month ago, the National Security Minister reported to the Senate that police were focusing on responding to violence against women through a visible presence, marked and unmarked vehicles, town meetings and more.

These steps are good news, but as the State Minister for National Security in Jamaica pointed out last year, violence against women is not a police issue, it’s a national issue.

This should be kept in mind by the AG and the National Security Minister when they want to put this problem in the hands of cops instead of recognizing that approval of a coherent strategy is Cabinet’s responsibility.

So, the question is, what is our national response? And, how is this national response rolling out through the school system, the health care system, collaboration with the private sector, and more? How are we explaining the paradox of these murders of women even while reports of domestic violence have been falling?

Is the state’s position that it has no idea how to prevent deaths in these numbers, given that we are already at 50% of the women murdered by their partners for all of last year?

It’s well-established that intimate partner violence is founded in our current ideas about masculinity and femininity, and the association between manhood and power over women. Violence is simply a way to keep this in place when its being challenged in interpersonal relationships.

Already, there’s denial of this association by representatives of the men’s rights movement, who against all national data, including the numbers of intimate partner killings, argue that women are more violent than men.

Already, there’s a myth that women have taken over the state, the court system, the labour market, and the education system, and that men are now the real victims of gender inequality.

Already, there’s a backlash to women doing well in education and employment, with many bringing all this empowerment back to a mythical marginalization of men, and the necessity of making women account to men’s feelings about their goals for autonomy.

This wider societal backlash to women wanting a life beyond male control plays out in relationships too. Containment of women’s empowerment explains intimate partner physical and sexual violence (the male backlash model), such as when women are earning more than men or pursuing qualifications beyond men’s own.

Men also don’t believe women have a right to leave relationships whenever they chose, and deal with feelings of rejection and failure with a reassertion of masculinity and control.

These dynamics get established in childhood, through big processes such as the socialization of children to differences between women and men, and their meanings and their value.

Such socialization isn’t only by mothers, but by all family members, media, peers, educators, neighbourhood members, and more. It is also learned through specific experiences such as witnessing or experiencing familial violence or child abuse.

But, at the heart of all these is a resilient belief in the notions of manhood and womanhood we take to be normal, and in the kinds of respect women should have for male authority and power that we take to be natural. The police cannot transform these beliefs.

As Cabinet is dominated by men, I can legitimately say that it takes balls to decide to go against what falsely appears to be God-given, and instead wake up to what ending this problem really needs.

Somewhere in Trinidad and Tobago, there’s a woman who is going to be the next one killed. It’s just a waiting game until we know her name.

We don’t have an urgent, coherent, cross-sectoral, national strategy to prevent or even systematically reduce this violence against women. I’ll be relieved but surprised if we do by the time we hear that news.

Joy without Justice

The real tief head is when a company has a sexual harassment policy in place, and yet a victim can’t get justice. It says a lot about the risks of speaking out about sexual violence as a working, even professional-level, woman. The risks are that a series of power plays occurs which mean that an incident that may have actually happened gets buried under messy and even irrelevant information. In the end, a victim may be left without the safety of proper protocols and maybe even without a job.

The idea that claiming sexual harassment is an easy win against men is, of course, a myth. Claims of sexual harassment are always going to cost women who make them, whether to their professional or public reputation or to their chances of career success or simply to their emotional resilience. Even if you are telling the truth, even if you are believed, even if you can show complete innocence, even if correct processes are followed, there is no way that claiming sexual harassment will not come at a cost to you and you alone.

It may be that your work performance gets dragged into the corporate conversation or a smear campaign follows you in an attempt to restore the hierarchy and order which your complaint challenged. It may be that an independent committee established to assess your complaint gets disbanded, on spurious grounds that feminists are biased against men, for example, and an individual substituted to complete the process simply doesn’t convey the same sense of trust to you or, later, the public. It may be that your bosses believe you, but their advice is to not make it a big deal, given the costs, stress and gossip about you and the company. And, so, your vulnerability isn’t decreased, it’s just mismanaged.

What’s amazing is how one badly handled incident sends a hopeless message to a nation of women that there’s little reason to tell the truth in your own self-defense against sexual harassment. It also tells other women to mind their business and keep their distance in case the smear hits them too or in case HR messiness takes over and choosing the right side becomes a minefield even angels fear to tread.

There’s a close connection between men’s institutional and economic status, authority and power, and women’s experiences of sexual harassment that makes this issue of both gender inequality and gender-based violence, even where the details are slightly different across an entire planet full of cases.

There’s also a close connection between male power and the lack of sexual harassment legislation or widely-adopted sexual harassment policies. It’s not that there are no progressive men in power in business or politics, It’s that prioritizing the right ways to deal with sexual harassment requires changing whole organizational cultures on the basis of women workers’ rights, and that requires commitment, leadership, extra effort and the will to challenge a bro-code governing well-connected and powerful men.

Anybody can sexually harass anybody, but this is power men unequally wield because, at least in Trinidad and Tobago, on corporate boards and senior management, they outnumber women, and in political party hierarchies as well as parliament and Cabinet, they outnumber women. And, indeed, when sexual harassment remains primarily an issue of men’s power over women, even women are likely to reproduce the lens of the powerful, and victim-blame too.

In a season of pastells and parang, widespread and messy experiences of gender-based violence mean that not everyone has access to comfort, security, trust and fair outcome.

Amidst Christmas merriment, there are women living in fear despite holding protection orders. There are women afraid to speak up about inappropriate behavior in their offices or on streets. What will be our gift to them, for without institutionalizing effective protections for those more vulnerable, we are being tightfisted with our sharing of both justice and joy.

Get up. Stand up. Speak up.

“To achieve the full and equal participation of women and men in our national and regional development as competent human beings, and not property or real estate, then we have to stand up for gender justice”. Lyrics to make a politician cringe, delivered, as they rarely are at UWI’s graduation ceremonies, by Dr. Hazel Brown.

The podium was a platform for advocacy in common-sense style. Her walk to the microphone suggested frailties that come with age, but her words were tough talk from a tireless soldier still in the trenches. She wondered aloud how being conferred an honorary doctorate would help her to achieve long-pursued dreams for women’s rights, consumer rights, transformational leadership, and fair distribution of wealth and power to meet household needs. That’s the damn question self.

How do the degrees we receive, handed like a baton from the past to the future, become our fighting words and weapons against corruption, mismanagement, violence and inequality? “My greatest disappointment during my years of advocacy has been the lack of consistent, purposeful organizing by people like yourselves, in this room, in areas of active citizenship. There’s much talk, but there’s not enough of the necessary action that is required around the advocacy and for social justice”, she cautioned another generation.

Fifty years in the work of social change and people’s empowerment, and goodly Dr. Brown’s greatest disappointment is the well-schooled, well-heeled and well-robed who, by our thousands, are responsible for today’s perfect storm of fossil fuel dependence, increasing insecurity, and near institutional collapse; all avoidable if we mobilised our degree like a hammer and sickle, a small axe, a bilna, or a broom for the sweeping changes we long need.

Few know that Hazel started at UWI and left, finding organisations like the Housewives Association of Trinidad and Tobago, and later the Network of NGOs of Trinidad and Tobago for the Advancement of Women, a better academy for a woman of action. I can’t disagree.

Invest enough time supporting and learning from fearless activists and you emerge with lifelong intimacy with and commitment to standing up and speaking up, rather than remaining silent. You don’t conceive the work, and its demands and risks, as somebody else’s responsibility. I’m not convinced we’ve yet dreadlocked that fierce will to be truculent about transparency and justice, in the face of elite decision-making, into a UWI degree.

This can’t be top-down. Students have to demand of themselves that they learn to get up, stand up and speak up. Three weeks ago, I made my own students count all the readings they had not done and told them to give back one dollar for every one. Their education is an investment, and when they waste it the way WASA wastes water or the way the THA can’t account to the Auditor General and doesn’t care, they commit the crime that has left our Heritage and Stabilisation fund woefully empty. They directly take what could have bought another hospital bed in another Ministry’s budget, or paid another social worker to help the almost 20 000 school children seeking counseling.

Because I’ve been thinking about budgets in an economic crisis, I was dead serious about how blithe indolence is almost like tiefing. They were more offended at my demand for their pocket money than horrified at their entitlement, but how will we produce graduands who won’t waste one more public penny?

So, what are we conferring on Dr. Brown? Is it promise of solidarity? Is it institutional backing? Is it commitment to households, consumers and communities, rather than alignment with the tripartite box of labour, government and industry? Will this mean that a university dominated by men will bring its bois to back Dr. Brown in her decades-long call for a national gender policy?

Being close to her advocacy for over twenty years has taught me more than my degrees. There are not many people from whom you learn something activist, strategic, global, grounded, historical, feminist, and community-centered every time you sit in a room with them. The honor acknowledges her contribution to knowledge for Caribbean transformation. It should give her the power to be able to call on a university graduating women and men of action.

Most people don’t expect grandmotherly women in hijab to be leaders in Caribbean feminist movement building. Last Sunday’s Symposium on ‘Children at Risk’, which was collaboratively organized by Madinah House, the TML Ladies Association, the National Muslim Women’s Organisation of Trinidad,  and National Islamic Counseling Services, showed the limits of such typical expectations.

I have huge admiration for these experienced and committed women, whose consistent work to challenge and create alternatives to patriarchal domination and its harms might not seem to fit their respectability and religiosity as much as their other efforts to manage teas and celebratory functions for hajjis and hajjahs.

Yet, the history of such woman-centred public engagement dates back to the 1930s when Muslim women began to deliver lectures to mixed audiences, become members of elected mosque boards and councils, hold meetings to develop women’s groups, and participate in debates on a range of topics including, “Be it resolved that Muslim women deserve an equal social status with men”.

From the 1950s, within the Indo-Trinidadian community, the Young Muslim Women’s Association, the San Juan Muslim Ladies Organisation, and the Islamic Ladies Social and Cultural Association began to be established. The ASJA Ladies Association was represented at the first world conference on the status of women held in Mexico City in 1975. Muslim women also have a history of pushback against partitions narrowing their space for prayer in the masjid, and challenges to their exclusion from voting in organizational elections when they perceived their association or jamaat being a “boys’ club” for far too long.

Muslim women have also long been part of Caribbean feminist response to issues such as violence against women. Madinah House, a temporary shelter for women and children escaping domestic abuse, which began operations in 1999, and is run by Muslim women, is one such example.

Beyond services are also advocacy and consciousness-raising within the Muslim community and nationally, in collaboration with the wider women’s rights movement, to encourage men to more greatly share domestic work, to call for greater commitment to ending child abuse, and to insist on collective responsibility for families free from violence.

Sunday showed such larger work to break silences about the reality of incest, neglect and abuse in children’s lives, and to provide concrete understandings of vulnerability and risk.

Supported by the US Embassy, the symposium brought a range of powerful women to the mic, including Lt. Colonel Shareda Hosein, originally from Aranguez and now retired from the US Army. Sit with your children, listen to what works or doesn’t in the family, write down what should change, and commit to it as parents, she suggested.

The indomitable Natalie O’Brady, General Manager of the Rape Crisis Society of Trinidad and Tobago/Coalition Against Domestic Violence, reinforced the importance of stable homes, and parental time and attention. These are fundamental to child protection, resilience and rights.

Children’s Authority staff and clinical psychologist, Vandana Siew Sankar, highlighted that neglect and physical abuse is almost equally distributed amongst girls and boys, with their greatest vulnerabilities occurring before they are four years old, except in cases of sexual abuse, which become more common, especially for girls, with the onset of puberty.

Director of the Gender Affairs Division, Ms. Antoinette JackMartin pointed to the establishment of a Central Registry on Domestic Violence, precisely to address a need for accessible statistics.

Finally, Sharifa Ali-Abdullah, whose work to develop the Children’s Authority of Trinidad and Tobago is legendary, emphasised that we should take seriously the likelihood that oncoming economic decline and unemployment will increase the incidence of child abuse, which already spans from extreme and exceptional to everyday and normalized in the thousands of cases that come to the attention of the Authority, and which are largely inadequately addressed by social services.

These efforts to prioritize prevention of violence against women and children; to provide woman-run, woman-centred and community-supported services; and to publicly bring a message fundamentally grounded in a right to live free of domination, threat and fear are strengths on which the regional women’s rights movement was built over the last decades.

Consistent with such a history of Muslim women’s pious, yet path-breaking contributions to a Caribbean feminist vision, Sunday again offered lessons and inspiration.

I spend a lot of time asking questions about numbers. The low numbers of women in political leadership and why such inequity seems to matter so little. The high numbers of women in low-waged, insecure, nonunionized, informal work, and why such clustering seems to change too slowly or barely at all. The low numbers of women who own property in their own name, only about 15% in Trinidad and Tobago, and how that limits their options in life. The high number women who experience any form of violence, from sexual harassment on the street to death at the hands of intimate partners, and the explanations that seem sufficient amidst popular perception that equality has been already won.

Those numbers reveal clear realities. Equality has not been won. Decades of women’s work has been allowed to have only partial effect on dismantling institutionalized male domination and the status afforded to dominant ideals of manhood. The pace of securing rights and justice is indefensibly slow. We desperately need transformational leadership to stop us from repeating these mistakes of the past.

What makes such leadership transformational is not simply its individually empowered or empowering qualities. It is that it is committed to working to end all hierarchies on the basis of sex, gender or sexuality, and their role in reinforcing asymmetries of access to or allocation of status, power and material resources. It is that it recognizes these asymmetries are deeply entrenched in political parties, elite business culture, the economy and households, as well as in law, religion and media.

Transformation doesn’t mean strategizing to get to the top, but using whatever power you get to lessen the pains and losses of the majority in public life. It means recognising that class doesn’t protect any of us from destruction of the commons, whether in relation to public drinking water, public hospitals, public safety or an ecology that our children are systematically being denied. All of us, in the end, live downstream of the poisons, whether social problems or environmental pollution, that we do not fix today.

I’ve become impatient at how little social, economic, environmental or gender justice we seem to achieve. How infrequently those with the most power act decisively to democratize this small place, in the widest sense of what that means to each of us. I struggle to remain optimistic while watching influential anti-feminist discourses, which first denied women’s right to choice, freedom and authority because of ‘tradition’, morph into more contemporary anti-feminist discourses, which now deny that women need more choice, freedom and authority than they have.

Masculinism is the currently popular, if empirically wrong, position that “men are in crisis and suffering because of women in general and feminists in particular”, with the solution involving “curbing the influence of feminism and revalorizing masculinity”. We have seen this in “ongoing attempts by institutions and individuals to maintain conditions of women’s inequality”, from successive prime ministers to successive adult men married to girl children under sixteen.

More girls are graduating from UWI? More women are managers? Didn’t we have one woman Prime Minister? Aren’t women the backbone of political parties? These numbers tell us little about why legislation, draft gender policies, budgets and gendered bureaucracies haven’t become transformational leadership tools in women’s hands. They also tell us little about why manhood remains defined by privilege when it is everyone’s work, not simply women’s, to make the world less violent, less exclusionary, and less unfairly waged for women.

As Caribbean scholars point out, “Ongoing projects of nation-state building that promote allegedly gender free notions of nationalist cohesion should be contested and unmasked as skillful projections of modern masculine political power”. Note, secondly, “a welfarist modus operandi of ‘what you are doing for women’” cannot substitute for “addressing the more critical question of ‘how we are creating systemic change for women’” and their communities.

The numbers regarding women’s lives do not show a transformed reality. Individual empowerment and charity aren’t enough when beliefs and structures still protect inequality. Referenda and consultations that go nowhere are excuses, for rights are not won through popularity. Transformational leadership isn’t an idea. It is a necessity yet to be achieved.

Powerful women out there, who’s ready?

Contemporary celebrity-led, liberal feminism mass markets a super-feminine image to young women today. This brand of empowerment-on-stilettos shouts out independent ladies who make their own money and it promotes unapologetic sexiness as ultimate self-expression and woman power.
 
This ideal didn’t come from nowhere. In the last decades, as women began to enter the formal economy in droves, they encountered a backlash telling them they were stepping out of their pre-ordained, natural spaces, jobs and roles, and were acting like men or like they wanted to be men. Imagine the pressure to find ways to not be de-sexed, to not be considered the wrong kind of too-mannish woman, to access the validation of femininity as well as education and the economy. Women were, after all, still being brought up to identify with and desire all three.
 
They had to be better than boys at school and men at work to get to the top, but they also had to make sure they didn’t end up without a man, marriage and children, in case they failed to be ‘real’ women. In addition to leaving room for men to be men, desirability was the other key balance all women had to negotiate, or be labeled too masculine. Failure to be successful in this way came with myriad costs. The fashion industry stepped in to make sure that brains in no way made beauty obsolete.
 
This brief history explains how smart, qualified women all over can today be seen in offices in five-inch heels, unheard of thirty years ago. It explains how women came to see shoes and makeup as empowering, and why so much hard-earned money is cycled back into lipstick rather than owning land. Do as well as they could in the job market, women would be left feeling like the carpet if they were also not responsible enough to become ‘appropriately’ feminine, meaning as they are expected and are told.
 
Women get endless messages that being sexualized remains important and defines our worth. Scan months of Carnival photos, magazines that stare from racks, billboards and commercials. We produce a brilliant array of women’s mas, yet one newspaper’s Carnival Wednesday front page was a full-page photo of Amber Rose. You are invisible and undervalued if you are not sexy and beautiful. Even independent ladies hear this loud and clear.
 
Except Shannon Gomes. She’s among young women denied by such packaging. Intending to be beautiful without stilettos. Looking good and being empowered on her own terms, wherever she goes. Wanting to be seen and valued as a woman without Maybelline making her ‘you, only better’. What happens to her form of femininity in this terrain of empowered womanhood as stereotypically sexy?
 
Unsurprisingly, it becomes cast as failure, as disallowed, as inappropriate, as ‘man’. And, there are costs for such women. There was a cost for Shannon. Denied her womanhood. Denied her femininity. Denied self-determination regarding her body. Stigmatized for not obeying the fashion fix. Told that this is private property, you have no rights. Made to pay.
 
Imagine your daughter or sister being told that if she does not make herself desirable on the most patriarchal of terms, then she is not a woman at all. This is how sexism and homophobia police sexuality and gender.
 
For months I wanted to write this column, highlighting the risks of selling women’s empowerment within hyper-femininity, sexiness and beauty. These normalize and glamorize narrowed options for women to challenge power. They create hierarchies between women. Exclusions are borne by those who don’t conform. Aria Lounge’s petty tyranny isn’t just theory.
 
Young people are protesting there on Friday night, as they should, for sexist discrimination is worth shaming wherever it occurs. Support them with engagement rather than ridicule. Shannon’s experience is but another example of negations reproduced in media images, religious messages, workplace expectations and relationship negotiations. This is why feminists challenge the beauty myth, though its glamour appears innocent. This is why schooling and jobs don’t mean women are yet free. Women should not be forced to fit stereotypical femininity, and feminist bright lights should also highlight those who don’t live by such rules, and who more greatly face a reality of being denied and demeaned. #solidaritywithshannon

Is the sudden loss of the word ‘gender’, in any Ministry title under the Rowley government, a sign of gender equality’s oncoming policy demise?

This new invisibility, which reverses decades of state practice and Caribbean advocacy, isn’t a matter of letterhead. It shows lack of familiarity with Caribbean history, misunderstanding of why ‘gender’ was made independently visible, and a step out of time with the UN Sustainable Development Goals for 2015 to 2030, to be adopted at the General Assembly meeting in New York in just two weeks.

Some have argued that, under the last administration, ‘gender’ was in a Ministry title, but “nothing” effective was tried or achieved, so why keep it in? But, “nothing” achieved, or more to achieve, is more, not less, reason for gender equality’s visibility while following through on the budgetary allocations, and cross-ministerial policies and programmes that its inclusion signals.

Others have argued that disappearance of a Ministry, with visible leadership for integrating women’s empowerment and gender equality across all planning, is a message that the government is serving all. But this “serving all” defense assumes that women and gender represent special interests. Not true.

Everyone’s entire lives, including how we access power, are shaped by ideals of masculinity and femininity, across everything from the economy to schooling. And women are not a special interest group, for what happens to women similarly affects everything from the economy to schooling. To fix the problem of boy’s educational underachievement, end women’s subordination and the low status of femininity. Same for sex inequality in the labour market which affects the health and wealth also of men and families.

Except where efforts are well integrated, a single Ministry still needs to push technical recommendations and expertise across other parts of government, which might be adopting agendas based on inaccurate analyses, personal biases or unfamiliarity with global conventions.

There are also major problems with subordinating gender equality to ‘social development’ or ‘family services’; a move that regresses to pre-1975. Gender equality and women’s empowerment are their own goals, whether or not they advance a state’s ‘development’ or ‘family’ agenda. What if the development plan includes an ‘Export Processing Zone’ where goods are made, but unions are forbidden, and what if the majority of workers are women? Here their right to organize as women workers, for everything from day care to decent conditions, will be at odds with a development plan.

Gender equality may also be at odds with ‘family services’, particularly where women’s resistance to all forms of male domination in religion or violence in the family, or the right of LGBT citizens to equally choose who they love, or the justice of providing safe and legal access to pregnancy termination as a public health policy, is cast as a threat to the ideal of ‘family’. Women’s rights are human rights to be pursued regardless. They are not reducible to service provision, nor justified by women being “half our resources”, nor legitimate only for heterosexuals, wives or mothers.

Caribbean feminists fought since at least the 1970s to get gender visible at a ministerial level. Jamaica led the world with a Women’s Desk in 1973 and decade after decade of regional struggle and advocacy won a Bureau, then a Division and finally a Ministry. There was data and logic backing this, for Caribbean states are historically patriarchal and the Ministry of Gender was to be the radically transformative site for internal reform that had inched past the glass ceiling right to the top, to struggle there for change.

How will a Ministry of Social Development and Family Services fill the mandate of a Ministry of Gender Affairs to challenge patriarchal beliefs, values and organization of power, as they create sexism and homophobia, in and out of the state? Can we expect the ministry to stop ungendered priorities flinging wrong resources in wrong directions, costing the treasury? Will the Minister lobby within Cabinet for gender equality, as if that is a headline mission of her Ministry, not simply a division under the manners of social welfare and family?

What’s in a name? At minimum, a public commitment to women’s rights and gender equality. What has been lost? Disappointingly, Cabinet-level representation, leadership and accountability.

Last Friday, the University of Guyana finally launched its own Institute for Women, Gender and Development Studies.

Working at a gender institute myself, I could anticipate its limitations and opportunities. There is only so much small staff with activist passions, but with priorities of teaching and research, can do in a society with big gender problems. However, such an irreplaceable space also provides the kinds of consciousness-raising, mentorship, and commitment to women’s rights and progressive men’s movements that our societies surely need.

Having once joined at the beginning of a graduate programme that changed my own life, it was a reflective moment to be in Guyana, almost twenty years older, and hoping that as many students as possible will have the empowering experience I did.

I felt the same respect and awe for the work ahead as I got to know Renuka Beharie, coordinator of the fledgling Institute for Women, Gender and Development Studies at the Anton de Kom University in Suriname. She did not even have a full time secretary, but, after many hours and much sacrifice, I could only imagine how many would think of her the way I do about the pioneers in Jamaica, Barbados, Trinidad and beyond who similarly built the gender studies institutes that generations of us will inherit.

Sometimes people wonder about the point of spending money to travel to events that seem to achieve little or signal only an uphill battle, but I was struck by the sense of regionalism sparked each time we meet up and connect to our work across borders and seas.

I had heard Hazel Brown talk many times about wanting the government to establish a Commission for Women and Gender Equality, and found a 2010 pre-election newspaper clipping where the PM promised she would. Yet, it felt so much more real when I met the commissioners in Guyana, who continued to hope to bring women together across party lines, who were pushing the government to approve a national gender policy, and who spoke openly about the fact that the new government’s appointment of only 30% of women to state boards, with some boards having no women at all, wasn’t good enough.

On the flight there, I sat next to a young woman, twenty years younger than me, who was so passionate about her work with the Trinidad Youth Council, and who said all the right things about good organizing, that my heart lifted, and I self-consciously felt myself filling the shoes of those older activists who go to civic meetings and talk about how nice it is to see all the young people there.

Having been nurtured by a progessive youth movement, and seeing how many from there continue to exercise leadership however we can, I was certain of the passionate possibilities for a young woman interested in social change, the guidance available, and the power of her oncoming experiences.

As we talked, it turned out she had never heard of this person, Hazel Brown, something I didn’t think was possible for any activist, youth or not, in T and T. Here was a wake up call for women’s and youth movements, a reminder we must make an extra effort to reintroduce every generation, especially of young women, especially of activists, to the makers of our too-quickly forgotten history. I wondered if you asked fifth form students around the country to name one women’s rights activist, who they would name, and if no one, why.  What would that say about the value of such women’s work in our country?

I invited the young woman to an evening gathering of NGOs, hoping that being in the room with women like Vanda Radzik, Jocelyne Dow, Karen de Souza and other Guyanese stalwarts in the struggle for Caribbean women would in turn spark her connection to Caribbean feminism’s regionality.

That one day in Guyana rested on my mind throughout my first class at UWI this week. How did you end up here I asked? Students wanted to understand feminisms, their rights, themselves and power relations in their families. Gender studies institutes were founded, and continue to be, to provide precisely the knowledge that each generation, discovering injustice, finds that they need.

It’s the stories that I love.

Stories told by women who spent decades pressing for social change, and stories of solidarity by men sometimes almost twice my age. Stories that challenge myths that women of two generations ago were less radical than now and myths that feminist men didn’t exist throughout our history.

I love the stories of activists who came before because they bring our history to life, to their own lives, with laughter and commiseration, with passion and pain, with irony and unexpected twists, making us learn more about successful strategies or forgotten beginnings or our responsibilities to our future.

I love their stories because these efforts, connections and memories are our legacy, as much as the lasting reforms they created, or gains which we must still protect, are our legacy. They are a legacy because too often we think that it takes people who others consider political leaders, or people with university degrees, or those who seem to have more privilege or power to challenge everyday injustices.

Yet, stories by indomitable citizens of all classes and creeds remind us that is not true. These are stories by people who get up and do, working together to provide help or change unequal rules. Such collective love and labour by citizens is also ‘politics’ because it aims to defend their dreams for an emancipated nation and region, and their commitment to equality, independence and rights for women. These stories remind that the struggle for government by the people and for the people is not new.

Fearless Politics: The Life and Times of Hazel Brown is just the conference for those of you who also love everyday stories of those around us who got up and did, just like we do or wish to. The public is invited to attend and participate in this gathering to honour a woman who has spent four decades tirelessly fighting for social change, along with hundreds of others whose names should not be forgotten. But, helping us to remember is precisely what stories do.

Hazel’s own stories include sitting in Port of Spain City Council meetings when she was a child as she waited for the Mayor to sign her report book, because in those days the Council sponsored children’s education. It is here she began to understand government, reminding us maybe we should take our children to watch these meetings as part of their civic empowerment and critical education. Her story of running for election in the 1970s along with women of the Housewives Association of Trinidad and Tobago is a lesson in strategy for those thinking about politics today.There’s hope in working with women to buy, iron, exchange and affordably sell used schoolbooks. Then, heartbreak in her plan for a solar powered radio station that was undermined and never came to be. And there will be more than her stories.

Speaking on Saturday are long time activists in areas from women’s health to community and consumer rights, from sustainable food provision, including solar cooking and grow box agriculture, to women’s political participation and leadership, and from Baby Doll mas to the National Gender Policy.

This conference is for anyone who wishes to know more about struggles for social justice, artists and cultural workers interested in social transformation, activists of all eras and issues, and citizens whose dream for our world remains greater equality, justice, sustainability, cooperation and peace.

Come for stories about roads walked and paths still to be cut, in the spirit of our fearless legacy.
